RT Journal Article SR Electronic(1) A1 صلاح الصاوي, السيد A1 Elsawy, Elsayed SalahYR 2018 T1 برامج الأرشيفات الوطنية للتدريب على إدارة الوثائق الإلكترونية: الأرشيف الوطني الأمريكي أنموذجا JF Journal of Information Studies & Technology (JIS&T), VO 2018 IS 1 OP SP 4 DO https://doi.org/10.5339/jist.2018.4 PB Hamad bin Khalifa University Press (HBKU Press), SN 2616-4930, AB المستخلص شرعت دول عديدة في تبنى سياسات وتطبيقات للحكومة الإلكترونية سعياً منها لتيسير وتطوير الخدمات المقدمة للجمهور. وفي إطار ذلك، تلتزم مؤسسات الدولة ومنظماتها بوضع «برنامج تدريب مستمر» لموظفيها لتزويدهم بالمعارف والمهارات الكافية لمتطلبات وممارسات إدارة الوثائق الإلكترونية. وفي الولايات المتحدة الأمريكية، يوفر برنامج الأرشيف الوطني للتدريب على إدارة الوثائق الفيدرالية تعليمات شاملة وفعالة لإدارة الوثائق من قبل موظفي الدولة باستخدام مجموعة متنوعة من الأدوات والتقنيات لتيسير إتاحة الوثائق الفيدرالية، وحماية الحقوق القانونية. تهدف هذه الدراسة الى توثيق تجربة الأرشيف الوطني الأمريكي «نارا» NARA في مجال التدريب على إدارة الوثائق الإلكترونية (أهداف البرنامج، وموضوعاته، وأماكن التدريب، والأدوات والتقنيات المستخدمة،....). كما تعرض الدراسة لأنواع ومحتوى البرامج التدريبية الخاصة بإدارة الوثائق في أرشيفات وطنية أخرى، أجنبية وعربية (المملكة المتحدة، استراليا، اليابان، الهند، مصر، العراق، سلطنة عمان، تونس) بهدف إثراء النتائج المستخلصة من الدراسة والتي يمكن أن تفيد الأرشيفات الوطنية العربية في تخطيط وتطوير برامج تدريب مستمر لأخصائي الوثائق الإدارية والإلكترونية. Many countries began to adopt policies and applications of e-government to facilitate and develop the services provided to the public. As part of this, the government institutions and organizations are responsible to establish “a continuous training program for its staff to provide them with adequate knowledge and skills for the electronic records management. In the United States, the federal records training program of the National Archives & Records Administration (NARA) provides comprehensive and effective instructions for the federal records managers using a variety of tools and techniques to facilitate access to federal records, and protection of legal rights. This study aims to document the experience of the US National Archives “NARA” in training on electronic records management (programs objectives, content, training tools & techniques,....). The study explores also the types and contents of the electronic records management programs in other National Archives (ex. United Kingdom, Australia, Japan, India, Egypt, Iraq, Oman, Tunisia) to enrich the study results, from which the Arab National Archives could benefit in planning training programs and ongoing development of electronic records managers., UL https://www.qscience.com/content/journals/10.5339/jist.2018.4
